Only when agitating and not spinning?

If only when agitating, if it is coming from below the tub, there might be a problem with the transmission. If from inside the tub, there might be a problem with the ratcheting system used by the top half of the agitator.

* Why would it fill again when the cycle is supposed to stop after the rinse cycle. *

I can't think of anything that would cause that besides a problem in the water timer (see the following link).
