toilet shut off valve

how do u replace a toilet shut off valve. the flex hose was leaking, it was trying to repair it and it broke off. it didnt screw on, it was all one piece on the valve. now i have to replace the whole thing. i see where i have to shut off the water to the whole house, i went out front to the water meter, but didnt see anything to shut off the water. where would the water shut off to the whole house be?
