observe last step
My pressure washer won't start....
Has gasoline been added to the engine?
Is engine on/off switch in "on" position? (If applicable).
Has engine been primed and choked?
Is there an adequate amount of oil in the engine?
Is fuel valve in the "open" position? (If applicable).
Pull trigger on spray gun to release pressure.

i know on mine if you don't release the pressure i can't budge the pull cord.it only unloads when the water gets hot in the pump.

just something else to check besides the things you mentioned.
