** Frigidarie double oven **

I'm afraid that is not enough information to identify the appliance in question. What is needed is its exact model number.

** top oven will not bake. I replace the element, what else can I check? **

Tracing the circuit to the element to see where the power stops would likely be required. You could check the appliance's wiring diagram to see if there are any components between the control and the elements which might be responsible for stopping the power. If not, the control itself might be suspect.
