Low flow

First of all the apartment is paying for the both the hot and the cold water, although you might be paying for HEATING the water to make it hot.

And if you had "low water pressure" then that is there problem to fix.

But first check the stop valve under the sink and make sure that it is fully opened.

Other possibilties is that they twisted or crimped the riser (the line from the stop valve to the facuet).

Or that a bit broke off from the stop valve and is blocking the riser or the faucet.

In any case it the aparents problem to fix.
