You can do some sanding after it is painted, but it is really limited. And you will still need to skim coat in the end as most likely you will not just sand what is high.
So, unless there are real ridiges that need knocking down don't bother with trying sand.
And "real spackle" should not be used for this. Read the container. It is used for patching small holes and dings. But I have found that there is an apparently reginal usage of calling drywall compound "spackle".
Use the premixed lightweight drywall compount.
