If there is access from below I would check out exactly what that cover goes into.

It might be all lead and heavy forces on it might colapose the whole assembly.

If it is into cast iron then you can use more force, IN GENERAL. But at that age the cast iron might be worn thing and again colapse.

The basic operation to remove a frozen plug is to use PB Blaster around the thread. And tape with a hammer to help the PB blaster work iy down into the thread. Repeat several times over a day if you have time.

And if you can get a torch on the rim it helps expand it. If not a torch in the center will help expand it and break loose the corrosion. But if you heat the plug rather than the rim let it cool before trying to remove the plug.

In most cases the plug is brass. If tht is the case then you can drill into it, use an open end hacksaw or a metal blade in a sawzall to remove the center. Then use a hammer and chisle to collapse the outer part into the center.
