Hampton Bay Windward II ceiling fan

I purchased a HP 54" ceiling fan from Homedepot. Its a great looking fan and I paid $ 199,00 back in 2004. I had an electrician install it for me and tested it to see if the remote was functioning proberly and the ligth was also working , and all seems to work fine except for one thing... there is no air flow. I have switched the fan directions from down to up but still there is no air flow. I do not understand how such an expensive fan does not produce any wind. I have a $10,00 fan that works perfectly producing a strong air flow. Could someone please assist me on what I may have done wrong during the istallation. Thank you for the help
