hanging wall paper on travel trailer walls

I have badly stained walls in a travel trailer we are redoing (tabacco stains). I want to hang wall paper, do I need to prime the walls first? If I don't prime, will the stain seep through the wall paper? Help, we don't want to rip all walls out of the unit.
The wall board is vinyl finish but worn is spots.
