Standard Size for Faucet

What is the standard for bathroom faucets in size of the spicket (spout) and the distance from the wall. The minimum specs allowable.

A plumber has installed standard knobs and the spout is ~1" from the basin wall. Is this legal - - we can barely get a glass under it!

Plaese help!
