Electric Baseboard Heat Not Working Right

We just moved into a house built in 1967 that has electric baseboard heat. The heat works fine in most rooms, but not in the master bedroom or upstairs bathroom. In those rooms, the baseboard heaters only get warm, not hot, no matter how high we turn the thermostat. It's about 25 degrees outside and I'd estimate those 2 rooms get up to about 55 - 60 degrees. Thermostats are pretty old throughout the house -- could this be a thermostat issue? Thanks!
