I don['t think this is a code issue. Faucets differ in size and must be matched with the basin to avoid this type of problem. The plumber should install whatever faucet that you select. There is a vast array available. The last one that I installed in my home was high enough and projected into the basin far enough to allow my wife to get her head under it to shampoo her hair. Just select another faucet with the shape and size of your basin in mind.
