compact Florescent light bulbs

Most of these bulbs say not for use in a closed recessed fixture.
My question is does a flush mount ceiling fixture with a removeable dome cover count as a closed fixture, How about covered porch light fixtures? Is it the heat build-up that is the problem? If so would it be a fire hazard or shorten the life of the compast florescent bulb? I would prefer to use the compacts because of the savings.
