** new Whirlpool Quiet Partner I dishwasher. **

I'm afraid that is not enough information to identify the appliance in question. What is needed is its exact model number.

You can find tips for locating the model and serial number identification tag on your appliances at the following link:

- Model Number Tag Search

** would stay on the wash cycle and not move on to the dry cycle. I even let it go for an hour. **

Depending on the wash cycle chosen, some models may have a 'thermal delay' where if the initial water isn't hot enough (it should be between 120-140°F) or the dishwasher isn't heating properly, will delay a wash cycle.

Do you run the hot tap at the sink before starting your dishwasher?

How hot is your hot water once running up to temperature??

Other models may have a 'soil sensing' function where it will keep washing until it senses only clean water in the machine. A delay because of it could be caused by the machine not draining properly or a problem in the soil sensor circuitry.

** hooked up according to the direction except for the drain is 14" off of the ground while the instructions call for 20". I have read this is really only to keep waste water from being siphoned into the washer. **

And also to prevent the dishwasher from draining prematurely (see the following link).

- My washer doesn't seem to be able to hold water. What's the problem?

I suggest you install EVERYTHING according to the instructions provided with the appliance.
