not necessarily, tho, any particular height as any number of local site conditions can affect it.
' rough grade ' - ' final grade ' are all relevant to where a bldg's sited considering elevation, slope, & grades.
you're right as you suspiciously thought,,, it doesn't refer to bldg inspector's tests or notes,,, sorry you weren't able to understand my sense of humor but this item's so basic i can't imagine anyone undertaking any const w/o having fundamental knowledge of the project.
