R-13 vs R-15

which should i use? my wife and i are re-doing an old house w/2x4 walls and we don't know if it is worth the extra $$ for the R-15 we live in NY about an hour or so north of NYC, so it does get pretty cold around here in the winter. also should we cover the walls with plastic before drywall or is the paper on the insl. good enough. thanks for any help.
