radiant floor insulation

my basement contractor poured my footings a little high and i dont have room to get my 2 inch insulation over the footings...i can take a little gravel out and get the full 2 inches everywhere but over the footing themselves (i wanted to run the 2 inch insulation over the footings and up the wall the thickness of the floor)
would it be allright to use the 2 inch everywhere possable and then over the footing just use a layeror two of "bubble wrap" type inuslation...or would the heat loss into the footing be too great to use this type of heating..and shouldi just go with forced air
