dishwasher/disposal leak

Water either comes out very forcefully at the air gap from the dishwasher, or the hose leading to the air gap floods under the sink. We can't find any blockage in the hose to the disposal or plumbing. Is there a valve in the air gap that could be stuck? Do we need a new dishwasher or disposal?
