Wet Corners on ceiling

Thanks for the pointers. I know that the gutters are somewhat clogged. At this point I am inclined to just call somebody to look at the problem. The question is who? Do I go with a roofer or a general contractor? It seems like to get an inspector would only be an additional cost. Thoughts? Thanks in advance.
