forced hot air heating

I have a 10yr old 2500sq ft home with gas forced air heat. The furnace is in one corner of the basement. The rooms at the opposite end of the house are always cold and there is no 'push' of air out of the vents. The fan is 1/3 hp on the system. Does it have to be upgraded? The HVAC people say a $1000 balancing is needed not a fan. Help!
