It depends on the window height. If it is high enough so that the top does not need to be changed then this is almost a DIY job. The reason is the window already has a top arch (or brick stone) to take the load of the brick wall. So all you have to do is cut the opening down to floor level. On the inside there should already be a wooden header doing the same thing.
Sounds like you got bad advice - keep trying.
