Balancing a system like yours involves closing the vents (PART WAY!) in the hot rooms and keeping the others all the way open. You wait a day or two and adjust again. In rooms above the furnace you may even close some vents off totally. If you get to the point the hot rooms are almost closed or are closed, and the cold rooms still are cold THEN you need system work. So adjusting vents costs $1000? Wanna buy a bridge?
