I'm not a window expert per se, but I did work as a lumber salesman for several years and here are my thoughts point by point:
1) I suppose appearance is a matter of preference. However, keep in mind that casement screens are designed to match the window's interior whereas single and double hungs match the exterior finish. A good finish match and I don't think you'll notice the screens,
2) Yes they are prone to damage in high winds - regardless of the quality, and
3) yes, if they're open they're easy entry for thieves..
Additionally, there are some other things to consider:
1) Casements (and their awning cousins) are by far the most energy efficient because they offer such a tight seal when closed. However since you live in S. Cal that's probably not a red meat issue like it is here in NW Ohio,
2) Since each unit is a single sash, you can satisfy egress requirements with smaller units than with single or double hungs,
3)I'm assuming that one reason your leaning toward vinyl is for cost considerations. Keep in mind, casements are considerably more expensive whether vinyl, wood clad, or wood. If you have compared pricing, you probably already know that.
