I used to repair ground water leaks in the tunnels under DFW Airport. We would find the cracks the water was coming in and drill holes 4" to the side of the crack angling into the crack every 7" on either side, then insert packers in the holes and pump hydrophobic polyurathane into them to seal the cracks, this is a job for the pro's since the pumps we used would pump about 2600 psi and that can be dangerous. I am not saying this is the answer.
I would suggest finding a local company that seals basements and get a bid from them, maybe work a deal with the seller to take it off the price of the house.
