Kitchen Cabinets

I need help with my kitchen cabinets. They seem to have a coating of white vinyl that is starting to crack and peel. All cabinets are finished in a bright white, high gloss finish. I have tried to find the manufacturer but there are no markings anywhere that I can find.
Does anyone know if this type of surface can be re-finished or repaired?
Does anyone know who may have manufactured these cabinets? Thanks for your help.
