The dye (ink) in the plastic bag may have chemically reacted with the vinyl, but you might also try WD40 or a product called K2R, which is a product that has a powder and solvent mixed together. You spray it on, and the theory is the stain is loosened by the solvent, and the powder soaks it up. Works great on oil/grease stains in clothes.
