1. Where do you live? (State or Province is enough info)

2.What size vent pipe exists your roof?

3. Is there a 'house trap' on the main building drain?

4. What type of house? 2 Story? Ranch? Cape Cod?

5. Where do you most notice the smell?
Inside? Outside? What location in the house?

I'm think you are having a venting problem.

The fact that the odor occurs in colder temps and with snow or other freezing precipitation may indicate a blocked vent.

Another possibility is that your vent pipe may be freezing shut, leading to the odor.

Another possibility is joint in a vent pipe in the walls or other location has come loose, allowing sewer gas odor into the house.

It is unlikley it is the building drain or building sewer itself.

Post answers to the above questions and we will see what we can do.
