Not a good situation. Especially if you use motors,appliances,electronics with polarized plugs (one blade larger than the other). They should trip the breaker

Trip the breaker? They probably won't even if a filter cap or diode shorts in a power supply - 18/25 amps is a lot. Otherwise motors and appliances will run happily. People today forget we had ungrounded wiring and unpolarized plugs for decades. Polarized plugs are to protect people, not what you plug in.
