Window Blinds Help

Hi,
I have a problem with my window blinds in my apartment. The angle of my blinds are pointing up and because I am on the second floor people can see into my place from outside. However, when I try to turn the wand to change the angle it stops and gets stuck when the angle of the blinds are halfway. Is there something I can do to fix them?
