are you talking about simple drywall texturing, such as sprayed orange peel or knock down patterns, or troweled textures? That's how 95% of walls are done these days.
In which case, hubby got it exactly right. There is no reason to cover the drywall completely, just to the extent that creates the texture look you want. Priming and painting directly onto bare drywall is standard, proper, and correct.
If its the appearance you don't like, then go ahead and retexture all you want. but not just to cover the drywall, there's no reason to do that
