We just bought a new house over the winter. We went to turn on the outdoor spigot but it does not turn the water on. The handle just turns very easily like it isn't connected. We thought it was one of those spigots you can set so the kids can't play with it but I don't think so now. We even tried the indoor shut off valve but that didn't work. We tried to take the handle off but we can't figure out how. They base of the spigot is welded down and we thought there was a screw in the handle but there isn't. What can we do? HELP! It is hot here and we need to water the plants and our kids!! Thanks!
