seal up leaky basement/cellar door

The basement has steps to the kitchen + several windows (4 glass block) and one big enough for someone to get through (but secure from inside). The old cellar way is a water nightmare and I really don't need that access. I want the water problems in my basement stopped ... and this delapitated cellarway is the only water problem there.
