2x4 on flat Basement Framing?

I have a wastepipe thats about 4 foot off the ground in my basement running along the cinder block wall.
I was going to box that out, but now I figure to frame in front of it (only losing 6 inches)
Question is: should I put the PT 2x4 on the flat or is there a reason why I should do it normally? I figure I save 3 inches if I do on flat.
