Jeff,

Triple pane windows do offer an extra shield of protection as long as it has some of the extra features. Triple pane and Double pane perform the same until Low E is added and more with a gas like Argon or Krypton. Then the windows will far out perform a double pane and be well worth the money. A simple lamp test can demonstrate the difference. And as for the foam spacer, usually called superspacer, it doesn't change the U factor or SHG, but does make the window keep a better seal and enables the glass to work with temperature changes better.
