You said the electric company "tested the meter" and it was fine. HOW did they test it? Did they remove the meter and send it to a repair center? I doubt it. Did they measure the current in the feed lines and compare it to the meter? I doubt it.
The meters HAVE to be calibrated at an authorized testing and repair facility. I think the electric company is just blowing you off and saying they looked at the meter and it seems fine to them. Of course it would! They are the ones making money off of you. Without removing the meter and sending it to either their or someone else's repair facility there is no way to know if it's working properly. If it's a smaller electric company they don't have a licensed meter repair shop. Not that I would trust their own people to admit that the meter is junk. If they do send it out for testing demand to see the paperwork and make a copy of it. I'll bet they won't produce it or let you see it.
The fact that they demanded that you sign a form to pay the back bill, even if the original meter is bad, is just plain extortion! It's immoral and probably illegal.
Do you have a local alderman or someone with political clout? You need to check on any option you have to fight these bloodsuckers.
