The reasons are: 1. there is a base board tile that has the flared bottom for a slight over lap on the floor tile. This is great for shedding water off the walls to the floor and over the union. With the floor down first, this piece will nicely lay on the tile flooring just the right amount of space, then you procede up the walls from that.
I have seen it done both ways and they both work out OK.
