If you are actually hot tarring the drive, I don't think the time of year would make any difference, as the tar will be coated with an aggrigate. However, if you actually mean just coating with an emulsion blacktop dressing, I imagine a hot summer day would be best, as the coating would dry quicker than in cooler weather.
