tar'll react w/blacktop's asphalt cements & driveway'll turn into a gooey mess only repair'd by replacement.
if you mean how do you seal your driveway w/asphalt emulsion in 5gal pails as found in apron stores, any time of the year's good,,, leaves don't have any strength & quickly disappear.
