Tar paper is not always used on roofs the real purpose for tar paper is not to keep the rain out but rather to protect the shingles from moister coming up from the attic space. Most house's now are built with enough ventalion in the attic and are built with steeper pitched roofs. I wouldn't be at all worried about the tar paper... Most important part is that all the flashing was installed properly.
