The heater test indicated that it is measuring loads properly.
I don't see anything in the way that the meter is constructed to expect it to be any different if you had a load on both legs.
The creep test does concern me.
I would expect that the disk to stop after a second or two.
The about that you saw in the first 3 minutes works to about 700 watts. And if you had that load continously it would had up to about 500 kWh over the month.
Now you said that you opened the main breaker. Was that the main breaker in the house?
But as I said earlier you have two main breakers. One that the meter.
Repeat the test with the breaker at the meter.
Also at the panel at the meter do you only have the one big breaker or do you also have one or more small ones?
