BRAVO! Good post insulator, there should at least be SOME effort here to try to fix the actual problem. Money would be better spent in insulating and venting than in trying to put a band aid on a hernia. Use those silly roof heaters only as a last resort. The other factor that "the insulator" didn't mention was soffit venting. If the soffit is correctly vented up into the roof or attic then you won't get ice dams.
