No need to repeat the creep test on your house.

I really don't have enough information on meters to say for sure, but the fact that the disk turn for 3 minutes be stopping does not sound right.

It is enough to ask the power company to explain it to you.

And have the printout of the file explaining what the creep limits are so that they know that you aren't just making it up.
