Venting means getting rid of the 'burned' air to the outside, instead of poisoning you. A heater doesn't manufacture air to burn, so it has to come from somewhere, that's why the inspector made you get a fresh air source by bringing the new aluminum fresh air intake duct pipe to near the floor, instead of letting an open grill in the wall blow the air at you when you walked in. When you discovered that was happening, you probably would have done as many others - taped a piece of cardboard over it. That's why so many inspectors cringed when the President said some years ago to tape up all the cracks that could bring in outside air - that could have killed many people.
