Defrost water drain problem

I assume you are referring to the drain trough beneath the evaporator (cooling) coil?

If water can not drain fast enough, residual water can pool there and freeze eventually totally blocking the drain hole. Make sure the drain and drain tubing is thoroughly clear. Scum can build up in the tubing over the years reducing water flow through it.

** The fan is running but it seems a bit noisy. **

Its bearings may be getting worn with age. It might be a good idea to replace it before it fails outright and causes food loss or problems with other components of the refrigerator.

** Temperature in freezer is -24 C, which seems to be too low. **

It is a bit too cold (ideal would be -18C to -15C if you don't have an icemaker) but could just be the result of restricted air flow like a plugged defrost water drain can cause.

It could also be your thermostat set too cold. Have you tried turning it warmer?

BTW. Neither the thermostat, the defrost timer nor any part of the defrost system has anything to do with the defrost water drain freezing closed.
