' parged ' or plastered ? ? ? looks like a cement paste that's been troweled onto the surface typically 1/8-1/4" thick ? ? ?
if this is your 1st investment house, you may want to consider a frequent user club membership - just send us moderators all your $ & we'll advise you for free :-)
depending on moisture conditions, you may not wish to paint but, rather, apply a coating.
ps - the interiors walls're also block.
