Porches over dry space should have a water proof membrane and then a walking surface that "floats" over it.

The membrane surface should be slopping to drain away water.

The details have varied over the years with different materials.

Hard to say without looking at it what is going on.

WARNING years of this happening could have allowed for rot in the structure which can be very expensive to repair.

And if it has not gotten too bad yet, it will get worse over the years.
