Removing Wallpaper to do Venetian Plaster

Hi all I am brand new to this forum but NEED some guidance with my new "project"!! I am wanting to do Venetian plaster in my kitchen but it had wallpaper which I tore down most of it. All the top layer of wallpaper was like a vinal and then underneath was paper...I got all of the vinal off and most of the paper underneath except in areas where is was really stuck. I just have a few questions now!

1. I wanted to know if I could plaster over the areas where there was still some paper? I was told I could prime the walls with two coats of primer and then I can start the Venetian plaster job since I am not texturing but just wanted to make sure before I screw up...I was told that if I don't prime it twice it will bubble?? (not sure what will bubble)

2. Also, the Venetian Plasters in Home Depot are already tinted but I dont like the color choices. Can I just paint over the plaster with my own paint choice when finished??
