spongy floor and insulation

I insulated under my family rm floor(over garage) with plastic and then insulation is this okay?
second, same room, spongy floor, can feel it moving when people walk, what would be the best, least expensive fix for this. sub flooring not very thick, thought I might put plywood over then laminate flooring down. Was this post helpful? Yes: or No:
