If all the wires are the color to tell which are which (and that is the trick, because all are not from all factories) then:
connect all white wires together, because they are the wires that go to electrical ground to show no voltage.
Connect all safety (plug's third round prong) ground wires, often green or bare copper, together.
that leaves the black 120 volt wire from the cord connected to (a thermostat is a switch that breaks the path of the 120 volt wire to turn the unit on and off) the black wire of the thermostat
then the red wire of the thermostat
to the black wire of the heater.
You don't say the model of who made the pieces, so nobody can consult a manufacturer's instructions nor a wiring diagram, so all is a guess based on what is done when everything is done right.
And nobody knows if your house wiring is right so the 120 volt receptacle that has enough ampere rating for the heater provides the 120 volts to the black wire prong of the plug.
