Bryant Furnace Won't Light

I have a Bryant 383KAV042091 that is giving me problems. Turn Tstat up, induction motor starts, ignitor clicks once but does not glow, gas valve opens and then closes when burner doesn't light.

If I hold a torch over the burner when the gas valve opens, the burner lights and house starts heating up. Is this a problem with the ignitor or the circuit board? The hot surface ignitor isn't heating at all, not even warm to teh touch. Any ideas?
